Projek PSR boleh sebabkan kemusnahan kekal

 KUALA LUMPUR: Projek tambakan laut di perairan selatan Pulau Pinang (PSR) boleh mengakibatkan kemusnahan kekal kepada ekosistem laut.

Perkara itu dimaklumkan Timbalan Menteri Tenaga, Sains, Teknologi, Alam Sekitar dan Perubahan Iklim, Isnaraissah Munirah Majilis di Dewan Rakyat, hari ini.

“Jabatan Alam Sekitar (JAS) telah menarik perhatian pihak kerajaan Pulau Pinang bahawa pembangunan projek itu akan menyebabkan kemusnahan kekal ke atas ekosistem daratan lumpur, kawasan memancing, kawasan pendaratan penyu dan sebahagian terumbu karang di Pulau Rimau.

“Kemusnahan kekal ini akan memberi impak negatif kepada sumber perikanan, nelayan dan jaminan sumber bekalan negara,” katanya.

Beliau menjawab soalan Siti Zailah Mohd Yusoff (PAS-Rantau Panjang) berhubung justifikasi kelulusan laporan Laporan Penilaian Impak Alam Sekitar (EIA) diberikan kepada projek PSR walaupun mendapat bantahan pelbagai pihak termasuk nelayan.

Isnaraissah Munirah menjelaskan, laporan EIA yang dikemukakan, memenuhi Seksyen 34A(3) Akta Kualiti Alam Sekeliling 1974 dan diluluskan pada 25 Jun lalu dengan 72 syarat kelulusan.

Katanya, laporan itu melalui prosedur pameran awam yang diadakan pada 29 April hingga 28 Mei lalu di 11 lokasi selain Jawatankuasa Penilaian Teknikal EIA (EIATRC) turut mengadakan dua mesyuarat pada 10 dan 29 Mei lalu bagi membincangkan laporan berkenaan.

“Dalam hal ini kerajaan Pulau Pinang perlu memastikan semua langkah mitigasi yang dicadangkan dalam laporan EIA dilaksanakan tanpa gagal, terutama nasihat teknikal daripada Jabatan Perikanan.

“Mereka juga perlu melaksanakan Program ‘Offset’ antaranya membuat tukun tiruan, memasang ‘Fish Aggregating Device’, penanaman semula bakau dan pelepasan benih ikan.

“Kerajaan Pulau Pinang perlu melaksanakan semua akujanji seperti dinyatakan dalam laporan EIA. JAS akan sentiasa memantau projek ini dan sedia mengeluarkan notis berhenti kerja jika berlaku pelanggaran syarat EIA,” katanya.

Sebelum ini, kerajaan negeri bercadang melaksanakan projek PSR dengan keluasan lebih 2,600 hektar bagi membina tiga pulau buatan untuk membiayai Pelan Induk Pengangkutan (PIP), dianggar bernilai RM49 bilion dan melantik SRS Konsortium sebagai Rakan Pelaksana Projek (PDP).

Projek mega itu bagaimanapun mendapat tentangan pelbagai pihak dengan golongan nelayan tradisi di Pulau Pinang dikatakan paling teruk terjejas, selain ia dilapor boleh mengubah sempadan laut negara dan mungkin menimbulkan masalah dengan negara jiran.

Kontroversi bagi membangunkan tiga pulau buatan itu terus membelenggu hampir 1,500 nelayan tradisi di kawasan berkenaan yang bergantung sepenuhnya kepada hasil laut sebagai punca pendapatan, sejak ia diperkenalkan pada 2013.

Menjawab soalan Datuk Shabudin Yahaya (PH-Tasek Gelugor) statistik terkini berkaitan laporan pencemaran alam sekitar, Isnaraissah Munirah berkata, sebanyak 9,681 laporan diterima JAS bagi tempoh Januari hingga Oktober lalu.

“Laporan pencemaran yang diterima membabitkan pencemaran air, udara, tanah, buangan terjadual, bunyi bising, tumpahan minyak dan lain-lain,” katanya.

Dalam tempoh itu juga, JAS melakukan 11,710 pemeriksaan, arahan lapangan (1,593), notis arahan (3,413), kompaun (3,265), tindakan mahkamah (238) dan perintah larangan (254).

EROSION, SEDIMENTATION AND FLOOD CONTROL


The example of implementation of Erosion & Sedimentation Control that you need to carried out at project.

            The main work for “Proposed Construction and Completion of the Phase 1 and 2 housing area at Precinct 18, Putrajaya” is the construction of 36 units 2 ½ Storey Terrace Houses and 36 units Semi-Detached Houses and Infrastructure works.
            Soil erosion and sedimentation are expected to pose significant problems as the Putrajaya Lake located nearby.
            A variety of solutions to address erosion and sedimentation control both on-site and off-had been taken. Best management practice had been used to abate the erosion problems. Makassar will initiate mitigation measures to prevent surface run-off carrying sediment from entering neighbouring site.
            The followings are the proposed Erosion and Sedimentation Control Procedures, which Makassar had undertake when necessary to control and minimize soil erosion during earthwork phase. Keep disturbed areas small by scheduling construction activities to minimize the extent and duration of exposure of bare land.
·         Protect disturbed areas against runoff from above site by intercepting the area with diversion channels and diverted runoff around the works.
·         Keep onsite runoff velocity low by constructing contour drains, toe drain, retention of natural vegetation, provision of buffer strips of vegetation, shorts slopes and low gradient, thus reduce erosion.
·         Retain sediment on the site by providing silt traps and silt fences.
·         Stabilize disturbed area quickly, once land construction activities have finished.
Both structural and vegetative methods had been undertaken.
·      Inspect control measures once every fortnight and particularly after heavy rainfall
·      Maintenance of control measures have been carried out promptly.

     Before any major earthworks begin, temporary perimeter earth drains and silt trap will be constructed simultaneously. In addition to this, gabion walls, toe drain, berm drain, interceptor drain had been constructed to prevent flooding of stagnant water at site and direct all silt detritus to the proposed silt traps before being discharged into Putrajaya Lake.

    
     The silt trap and all drainage channels has been monitored and maintained regularly. The accumulated silt in the trap will be removed when the thickness reached 0.6 metres.

     Plastic sheet has been used to cover expose slope as temporary measure to prevent slope erosion.
    
     Water quality monitoring stations had been established at the discharged points to measure the total suspended solid (TSS) level generated from the project site to ensure comply with the limits specified in the Second Schedule 1 of the Proposed Environmental Quality (Perbadanan Putrajaya) Water Pollution Control Regulation 1998 [Regulation 8 (1), 8 (2)].

What is EIA?

What is Environmental Impact Assessment (EIA)? 
EIA is a study to identify, predict, evaluate and communicate information about the impact on the environment of a proposed project and to detail out the mitigating measure prior to project approval and implementation.

Why do we need EIA?
EIA is essentially a planning mechanism for preventing environmental problems due to an action. It ensures that the potential problems are foreseen and addressed at an early stage in the project planning and design. Thus this will avoid costly mistakes in project implementation, either because of the environmental damages that are likely to arise during project implementation, or because of modifications that may be required subsequently in order to make the action environmentally eacceptable.

EIA when integrated into the existing planning and decision making structure, provides information towards a better decision making.

Which activities are subject to EIA?
Activities subject to EIA are prescribed under Environmental Quality (Prescribed Activities)(Environmental Impact Assessment) Order, 1987.

Who can conduct EIA Study?
An EIA study has to be conducted by competent individuals who are registered with DOE under the EIA Consultant Registration Scheme. The DOE will reject EIA reports which are conducted by individuals who are not registered with the department.

Project Approving Authority
All prescribed activities need to obtain EIAapproval from the Director General of Environment prior to the giving of approval by the relevant Federal or State Government authority for the implementation of the project.

The Approving Authority is the Government Authority that has the task of deciding, whether or not a project proceed. The authorities including the following:

1. The National Development Planning Committee for Federal Government sponsored projects.

2. The respective State Planning Authorities for State Gorvernment sponsored projects.

3. The Regional Development Authorities for State Executive Committee (EXCO).

4. Ministry of International Trade and Industry (MITI) (with due reference to the Malaysia Industrial Development Authority (MIDA)) - for industrial projects.
